Joint resolution authorizing an emergency appropriation in the amount of $945,579 in the FY 2014 budget as a result of grant and contract increases for Population Health and Primary Care Service Areas.  
 
Staff Summary
·      The Illinois Department of Public Health awarded $713,000 to assist Illinois residents with applying for the new health insurance options made available under the Affordable Care Act for the period of September 1, 2014 through April 15, 2015.
·      The U.S. Department of Health and Human Services awarded $171,800 in unrestricted funding for the period January 1, 2014 through November 30, 2014 to support the purchase of a population health management and patient registry system needed to begin the implementation of a Care Coordination Program.
·      The Illinois Department of Public Health's Cities Readiness Initiative Grant was increased by $4,794 for the period of July 1, 2014 through June 30, 2015.
·      The amount requested to be appropriated in FY14 is $1,998, with the additional funding going to maintain the FIT Test system.
·      The Illinois Department of Public Health's Emergency Preparedness Grant was increased by $26,088 for the period of July 1, 2014 through June 30, 2015.
·      The amount requested to be appropriated in FY14 is $10,870, with the additional funding going to maintain Emergency Management equipment for LCHD/EMA and County IT.
·      The Illinois Department of Human Services' Division of Alcoholism and Substance Abuse Contract was increased by $2,356 for the period of July 1, 2014 through June 30, 2015.
·      The Illinois Department of Human Services' Substance Abuse Prevention Grant was increased by $23,972 for the period of July 1, 2014 through June 30, 2015.
·      The amount requested to be appropriated in FY14 is $9,988, with the additional funding being used for program supplies, education printing items, a graphic designer and a researcher.
·      The Illinois Department of Human Services' Child and Family Connections Grant was increased by $19,182 for the period of July 1, 2014 through November 30, 2014.
·      The Health Department is receiving $3,500 of additional revenue for the National Association of County and City Health Officials' Medical Reserve Corps Contract for the period of December 20, 2013 through July 31, 2014.
·      Rosalind Franklin University provided funding in the amount of $10,000 to offset costs associated with the Kids First Fair for the period of May 1, 2014 through August 31, 2014.
·      A grant in the amount of $12,500 was awarded to be used towards the Maternal Infant Home Visiting Program for the period of July 15, 2014 through September 30, 2015.
·      The amount requested to be appropriated in FY14 is $2,885 with these funds being used to offset existing staff costs.
 
Body
      WHEREAS, the Lake County Health Department and Community Health Center has been awarded grant increases delivered by our Population Health and Primary Care Service Areas; and
      WHEREAS, these dollars will provide a legitimate increase in services to Lake County with no impact on local taxes; and
WHEREAS, this grant amount totaling $945,579 has not been previously appropriated, having been awarded after adoption of the Fiscal Year 2014 budget; and
WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.
NOW, THEREFORE, be it resolved, by this County Board of Lake County, Illinois that an emergency appropriation in the amount of $945,579 is hereby authorized in the Health Department budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and
BE IT FURTHER RESOLVED, that the revenue budgets as identified on the attached listing be modified as provided by increased funding from the following:
·      IL Dept of Public Health - Enroll Lake County, $ 713,000;
·      Health Resources and Services Administration (HRSA) - Section 330, $ 171,800;
·      IL Dept of Public Health - Cities Readiness Initiative, $ 1,998;
·      IL Dept of Public Health - Public Health Emergency Preparedness, $ 10,870;
·      IL Dept of Human Services - Division of Alcoholism & Substance Abuse, $ 2,356;
·      IL Dept of Human Services - Substance Abuse Prevention Program, $ 9,988;
·      IL Dept of Human Services - Child and Family Connections, $ 19,182;
·      National Association of County and City Health Officials - Medical Reserve Corps, $ 3,500;
·      Rosalind Franklin University - Kids First, $ 10,000;
·      MDRC - Maternal Infant Home Visiting Program Evaluation Strong Start, $ 2,885.
