Staff Summary
* The Trade Adjustment Assistance (TAA) grant modification of $43,120 includes funds to support costs associated with payment processing for the training and transportation assistance to the unemployed individuals certified as eligible under the Trade Act and enrolled in occupational training.
* The grant period is through September 30, 2015.
* The WIA Rapid Response Grant of $157,289 includes $144,039 in funding for personnel related expenditures to provide case management to the unemployed individuals certified as eligible under the Trade Act and enrolled in occupational training and $13,250 for participant transportation assistance.
* The grant period is through June 30, 2016.

WHEREAS, The Illinois Department of Commerce and Economic Opportunity has accepted and provided a TAA grant modification totaling $43,120 to the Lake County Workforce Development Department; and,

WHEREAS, The Illinois Department of Commerce and Economic Opportunity has provided a WIA Rapid Response grant totaling $157,289 to the Lake County Workforce Development Department; and

WHEREAS, these grants are for the program period of June 30, 2016, to provide services to individuals from dislocation events and certified under the Trade Adjustment Assistance Act; and

WHEREAS, this funding is expected to cover payment processing costs for workers impacted from multiple plant closings and lay-offs and personnel costs for case management and participant transportation costs; and

WHEREAS, a CFY'14 emergency appropriation of $200,409 is requested to allocate these funds into the Workforce Department's county fiscal year 2015 budget and authorize acceptance of this grant and grant modifications.
