Joint resolution ratifying a contract with TDA Consulting, Laurinburg, NC, in the amount not to exceed $64,794.57 to provide consulting services for the Lake County 2015-2019 Consolidated Plan.
Staff Summary
· A Consolidated Plan is required by the U.S. Department of Housing and Urban Development (HUD) in order for Lake County to receive federal funding for housing and community development for 2015-2019.
· A Request for Proposal (RFP) was developed by the Community Development Division and issued in June 2014, with two vendors submitting proposals.
· Based on the criteria set forth in the RFP, the proposal submitted by TDA Consulting was the most qualified and most favorable for Lake County.
· The initial contract authorized a professional services agreement in the amount of $48,062 and was executed by Community Development.
· The process of developing the five-year consolidated plan was extended, which included an increase from two to four public hearings, to allow more time for community engagement and stakeholder input.
· The Community Development Department has requested a contract modification for additional services required to complete the 2015-2019 Consolidated Plan that will increase the existing contract to a not to exceed amount of $64,794.57.
· This resolution ratifies the existing contract with TDA Consulting in the amount of $48,062 and approves the contract modification to increase the existing contract to a not to exceed amount of $64,794.57.

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for consulting services for the Lake County 2015-2019 Consolidated Plan.
WHEREAS, a Consolidated Plan is required by the U.S. Department of Housing and Urban Development (HUD) to provide Lake County with federal funding for housing and community development for 2015-2019; and
WHEREAS, a Request for Proposal was developed by the Community Development Department and issued in June 2014, sent to five vendors and proposals were received from two vendors; and
WHEREAS, based on the criteria set forth in the RFP for consulting services for the Lake County 2015-2019, the proposal submitted by TDA Consulting was the most qualified and most favorable for Lake County.; and
WHEREAS, the initial contract authorized a professional services agreement in the amount of $48,062 and was executed by the Community Development Department; and
WHEREAS, the Community Development Department has requested a contract modification for additional services required to complete the 2015-2019 Consolidated Plan that will increase the existing contract to a not to exceed amount of $64,794.57; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board ratifies a contract with TDA Consulting, Laurinburg, NC in a not to exceed amount of $64,794.57 to provide consulting services for the Lake County 2015-2019 Consolidated Plan, charged to account number 740-2910010-79940-000-000-000-29100.
