R E S O L U T I O N
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, to provide for the Hawley Street at Chevy Chase Road, US Route 12 at Old McHenry Road, Illinois Route 176 at US Route 12 (East Ramp), Illinois Route 176 at US Route 12 (West Ramp), Illinois Route 176 at Wauconda Crossing, Illinois Route 176 at Larkdale Row, Hawley Street from Gilmer Road to Chevy Chase, Illinois Route 120 at Hunt Club Road, Illinois Route 21 at Illinois Route 120 North Ramps, Illinois Route 173 at Walmart Entrance, Illinois Route 173 at Deep Lake Road traffic signal interconnects, and designated as Section 14-00268-13-TL; and
WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including Alternative A, B, C and D work, with a total contract award limit of $500,000; and
WHEREAS, added Alternative A consists of Lake County Division of Transportation (LCDOT) intersection improvements, Kelsey Road, US Route 14 to Illinois Route 22, and Illinois Department of Transportation (IDOT) intersection improvements, US Route 14 at Pepper Road, US Route 14 at Kelsey Road, and Illinois Route 22 at Kelsey Road; and
WHEREAS, added Alternative B consists of IDOT intersection improvement, Illinois Route 176 at Bradley Road; and
WHEREAS, added Alternative C consists of intersection improvements, Illinois Route 137 (Amstutz Expressway) at Illinois Route 137 (Buckley Road); and
WHEREAS, added Alternative D consists of LCDOT intersection improvements, Arlington Heights Road at Checker Road (pan-tilt zoom installation), Arlington Heights Road (Checker Road to Illinois Route 83) (Interconnect); and IDOT intersection improvement, Illinois Route 83 at Arlington Heights Road (System Connection); and
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on December 9, 2014, at 10:00 A.M., at the Lake County Division of Transportation in Libertyville, Illinois; and
WHEREAS, a tabulation of said bids compared to the total contract award limit of $500,000 resulted in the work to be done consisting of the base bid work and Alternatives A through C work, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Meade Electric Co., Inc., McCook, Illinois, their bid being $421,704.44 based on estimated quantities and unit prices; and
WHEREAS, this Lake County Board, by prior resolution at its meeting of July 8, 2014, appropriated $600,000 of ¼% Sales Tax for Transportation and Public Safety funds to provide for the ITS PASSAGE Field Elements 2014, which includes traffic signal interconnects to Lake County PASSAGE, along various routes in Lake County, and designated as Section 14-00268-13-TL.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Meade Electric Co., Inc., McCook, Illinois, in accordance with their bid of $421,704.44 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized, and they are hereby directed to enter into a contract with said low bidder to provide for the ITS PASSAGE Field Elements 2014, which includes traffic signal interconnects to Lake County PASSAGE, along various routes in Lake County and Alternative A through C, as described above, and designated as Section 14-00268-13-TL.
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
