Title
Joint resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Trade Adjustment Assistance grant modification and Workforce Investment Act (WIA) Rapid Response grant modifications, in the amount of $304,745.95, and authorizing an emergency appropriation.

Staff Summary
* The Trade Adjustment Assistance (TAA) grant modification of $247,834.95 includes funds to pay tuition, fees and books for 51 workers impacted by sixteen TAA certified dislocation events. The grant period is through September 30, 2014.
* The WIA Rapid Response Grant modification of $62,222 includes funding for staff costs related to case management services to unemployed individuals certified as eligible under the TAA for the program period November 1, 2013 to June 30, 2015.
* The WIA Rapid Response grant modification reduces the training and administration grant funds budget by $5,311, whereas only 21 of the planned 22 impacted workers of the Motorola dislocation event were served. The grant period is through June 30, 2015.
* Impacted workers from the Motorola dislocation can access services through the TAA grant, in which six are currently enrolled in services.

WHEREAS, The Illinois Department of Commerce and Economic Opportunity has accepted and provided a grant modification to the TAA grant totaling $247,834.95 to the Lake County Workforce Development Department; and

WHEREAS, The Illinois Department of Commerce and Economic Opportunity has provided a WIA Rapid Response grant modification totaling $62,222 to the Lake County Workforce Development Department; and

WHEREAS, The Illinois Department of Commerce and Economic Opportunity modified and reduced the WIA Rapid Response grant by a total of $5,311 to the Lake County Workforce Development Department; and
