Staff Summary
* The agreement for the County's current solution expires in April 2014.
* A Request for Proposal (RFP) was developed and reviewed by an interdepartmental committee comprised of representatives from the Human Resources, Health Department, Information Technology, Courts and the Forest Preserve.
* The RFP was sent to 25 vendors and proposals were received from seven vendors.
* Following a comprehensive review of the submitted proposals, the submittal provided by SilkRoad, Chicago, Illinois was identified as the most qualified and most favorable for Lake County.
* The contract includes the subscription services, user licenses, hosting service, maintenance for the applicant tracking system and implementation and subscription services for the on-boarding services in an amount not to exceed $49,450 for the first year, with an annual software maintenance cost estimated at $35,450 for years two through five of the contract.

Body
WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for an applicant tracking solution; and

WHEREAS, subsequent to said publication, request for proposals were extended to 25 vendors; and

WHEREAS, sealed proposals were received from seven vendors and opened in the Central Permit Facility, Libertyville, Illinois, on January 16, 2014, at 2:00 p.m.; and

WHEREAS, based on the criteria set forth in the Request for Proposals, an Evaluation Committee selected Silkroad, Chicago, IL to be in the best interest of Lake County.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a contract with Silkroad, Chicago, Illinois in a not to exceed amount of $...
