·      2014 Traffic Signal Equipment Upgrade: Contract Award.
·      The County maintains 164 traffic signals and various pieces of equipment, which annually need to be replaced and upgraded.
·      The 2014 work concentrates on upgrading existing traffic signal heads to LED and installing UPS at 13 intersections.
·      Installation of LED and UPS has been completed for 123 intersections, and after completion of the 13 referenced above, 14 intersections will remain.
·      The added alternative bidding process was used for this letting.
·      A total of three bids were received, ranging from $96,439.00 to $129,735.60, and the lowest responsible bidder is Home Towne Electric, Inc., Lake Villa, Illinois with a contract amount of $96,439.00.

R E S O L U T I O N
 
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, to provide for the 2014 Traffic Signal Equipment Upgrade to upgrade existing traffic signal heads light emitting diodes (LED) and install uninterruptible power supplies (UPS) at a maximum of 14 intersections, and designated as Section 14-00000-11-GM; and
 
WHEREAS, base bid work includes UPS installations, LED traffic signal head installation and upgrading existing traffic signal heads at the following intersections:  Big Hollow Road and Frontage Road; Hunt Club Road and Westbrook Lane; Hunt Club Road and Grand Hunt Drive; Hunt Club Road and Dada Drive; Delany Road and Gent Drive; Delany Road and Grove Avenue; Delany Road and Porett Drive; Delany Road and St. Paul Avenue; Winchester Road and Technology Way; and Stearns School Road and North Creek Drive; and
 
WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for Alternative A, B, C and D work, with a total contract award limit of $100,000; and
 
WHEREAS, added Alternative A includes UPS installation and upgrade to existing traffic signal heads at Almond Road and Julie Lane/Warren Township High School Entrance; and
 
WHEREAS, added Alternative B includes UPS installation and upgrade to existing traffic signal heads at Weiland Road and Aptakisic Tripp School Entrance; and
 
WHEREAS, added Alternative C includes UPS installation and LED traffic head signal installation at Lewis Avenue and Argonne Drive; and
 
WHEREAS, added Alternative D includes UPS installation and LED traffic head signal installation at O'Plaine Road and McGaw Road; and
 
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on March 18, 2014, at 10:00 A.M., at the Lake County Division of Transportation in Libertyville, Illinois; and
 
WHEREAS, a tabulation of said bids compared to the total contract award limit of $100,000 resulted in the work to be done consisting of the base bid work and Alternatives A, B and D, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Home Towne Electric, Inc., Lake Villa, Illinois, their bid being $96,439, based on estimated quantities and unit prices; and
 
WHEREAS, this Lake County Board, by prior resolution at its meeting of February 11, 2014, appropriated $120,000 of Motor Fuel Tax funds to upgrade existing traffic signal heads to LED, and install UPS at a maximum of 14 intersections.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Home Towne Electric, Inc., Lake Villa, Illinois, in accordance with their bid of $96,439 based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder to upgrade existing traffic signal heads to LED and install UPS at 13 intersections, base bid work and Alternatives A, B and D as described above, and designated as Section 14-00000-11-GM.
 
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
