Joint resolution authorizing an emergency appropriation in the amount of $261,609 in the FY 2014 Health Department budget as a result of grant increases in Primary Care Services and Behavioral Health Services.

Staff Summary
* The Health Care Foundation of Northern Lake County awarded a grant in the amount of $80,000.
* This funding will support the startup operations of the Round Lake School Based Health Center (SBHC), including a part time advance practice nurse, medical, operational and office supplies.
* The U.S. Department of Health and Human Services, Health Resources and Services Administration awarded additional, one-time supplemental funding of $155,109 to support expanded outreach and enrollment activities for community health center patients through November 30, 2014.
* The grant will fund the purchase of computers and temporary staff to increase calls to uninsured community health center patients and schedule appointments for enrollment assistance, as well as certified Navigators for enrollment assistance at all health center locations.
* The National Association of County and City Health Officials, FY14 Public Health Accreditation Board (PHAB) Grant Award is a new grant of $26,500 for the period of February 1, 2014 through May 31, 2014.
* The funding will be used to pay for half of the PHAB Accreditation applicant fee, travel for PHAB training and to offset staff time.

WHEREAS, the Lake County Health Department and Community Health Center has been awarded grant increases delivered by our Primary Care and Behavioral Health Service Areas; and

WHEREAS, these dollars will provide a legitimate increase in services to Lake County with no impact on local taxes; and

WHEREAS, this grant amount totaling $261,609 has not been previously appropriated, having been awarded after adoption of the Fiscal Year 2014 budget; and
