Staff Summary
·      Ela Road Non-Motorized Facility at US Route 12 Phase II: Consultant Agreement and Appropriation.
·      The intersection of Ela Road at US Route 12 will be improved with right turn lanes as part of the improvement being designed for the Village of Lake Zurich's Congestion Mitigation and Air Quality (CMAQ) project.
·      The 2010 Non-Motorized Travel Study included a Gap Analysis that identified areas along Ela Road, County Highway 60, with gaps in non-motorized facilities.
·      This project is for the design of a municipal sidewalk on the west side of Ela Road, from US Route 12 south, approximately 200 feet, to the existing sidewalk; and on the east side of Ela Road, from US Route 12 north to the existing sidewalk at Terrace Lane.
·      A consulting engineering firm will be used for the Phase II design engineering for this improvement.
·      In accordance with the Local Government Professional Services Selection Act, the recommended firm is GRAEF-USA, Chicago, Illinois.
·      This resolution authorizes the execution of a professional services agreement with GRAEF-USA, Chicago, Illinois at a maximum cost of services described as $24,972.52, for Phase II design engineering services and appropriates $30,000 of Matching Tax funds.

R E S O L U T I O N
 
WHEREAS, Ela Road, County Highway 60, is a designated route on the County highway system; and  
 
WHEREAS, In 2000 the Village of Lake Zurich (Village) received approval to utilize federal Congestion Mitigation and Air Quality (CMAQ) funding for the addition of right turn lanes at the intersection of US Route 12 at Ela Road; and
 
WHEREAS, the Village has received the necessary Phase I engineering approvals for the improvement and Phase II design engineering is currently underway; and
 
WHEREAS, non-motorized travel on County highway system affects the safety and welfare of the motoring public; and
 
WHEREAS, non-motorized travel on the County highway system is increasing as the County becomes more urbanized; and
 
WHEREAS, the 2010 Non-Motorized Travel Study included a Gap Analysis that identified a gap in the municipal sidewalk system along Ela Road at the intersection of US Route 12; and
 
WHEREAS, it would be beneficial for the safety and welfare of the motoring public if Ela Road, at US Route 12 intersection, could be improved by the addition of non-motorized facilities; and
WHEREAS, it is advisable that a consultant engineering firm be employed to provide Phase II design engineering services for said improvement; and
 
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
 
WHEREAS, GRAEF-USA, Chicago, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services; and
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that GRAEF-USA, Chicago, Illinois, be employed to provide said Phase II design engineering services, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, a draft copy of said agreement attached hereto, for consultant engineering services between Lake County and GRAEF-USA, Chicago, Illinois, at a maximum cost of services described as $24,972.52.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement to be executed by the County Board Chair and the County Clerk.   
 
BE IT FURTHER RESOLVED that there is hereby appropriated $30,000 of Matching Tax funds for these Phase II design engineering services, and designated as Section 14-00144-18-CH.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
