Staff Summary
* The County's Land Advisory Team (LAT), comprised of the County's Division of Transportation, Health, Information Technology, Planning, Building and Development, Public Works, and Stormwater Management Commission Departments, coordinates the integrated land development process for the County.
* The process of land management, code enforcement and permitting is presently conducted through the use of multiple systems, with a number currently reaching end of life.
* It is the desire of the County to ultimately procure a new land development system in cooperation with a number of County municipalities; selected based on a full need assessment.
* The Request for Proposal (RFP) was developed and reviewed by an interdepartmental committee comprised of a representative from each of the LAT departments, in addition to two municipal representatives (Lake Forest and Round Lake Beach).
* This potential system replacement effort will involve a review of the County's and our municipal partners' present processes with an eye on improving the efficiency of land development operations for which a consultant is needed to review the County's need, the current state of offerings compared with best practices, and make recommendations to improve County and municipal operations.
* The RFP was sent to 26 vendors with proposals received from five non-local vendors; no local vendors submitted a proposal for this service.
* Based on the criteria set forth in the RFP for consulting services for a needs assessment and requirements for the replacement of the land management, code enforcement and permitting services for Lake County, Berry Dunn is the most qualified and most favorable vendor.
