Staff Summary
· Cook County Highway Department PASSAGE Video Sharing Agreement.
· Lake County PASSAGE contains an Advanced Traffic Management System (ATMS), which collects traffic monitoring video images and traffic signal data.
· The County and the Cook County Highway Department desire to share video data in order to improve effectiveness and efficiency.
· This agreement will allow for the connection of 35 Cook County traffic signals, as well as 17 Illinois Department of Transportation (IDOT), Lake County and municipal traffic signals into the PASSAGE traffic signal software along Lake Cook Road, from Quentin Road to US Route 41.

R E S O L U T I O N

WHEREAS, Lake County, through its Division of Transportation, has undertaken the development and implementation of an Intelligent Transportation System in Lake County, entitled Lake County PASSAGE; and

WHEREAS, Lake County PASSAGE consists, in part, of an Advanced Traffic Management System (ATMS) where traffic monitoring video images and traffic signal data is collected; and

WHEREAS, the Cook County Highway Department is desirous to receive traffic monitoring video images from Lake County by way of a fiber optic cable; and

WHEREAS, Lake County and the Cook County Highway Department desire to share video images in order to improve their effectiveness and efficiency; and

WHEREAS, the Lake County Division of Transportation has adopted a video use policy entitled “A POLICY FOR THE USE OF LAKE COUNTY PASSAGE VIDEO IMAGES,” and, as amended from time to time, providing the terms and conditions for the use of traffic monitoring video images.
