Joint resolution authorizing the execution of a technical services agreement between the Regional Transportation Authority (RTA) and Lake County providing the terms and conditions for the receipt of federal Job Access Reverse Commute (JARC) grant, appropriating $450,000 of the ¼% Sales Tax for Transportation and Public Safety funds, and designated as Section 09-00280-01-ES.

Staff Summary
· RTA: Lake County Northwest Demonstration Project in Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships.
· JARC grant funds administered by the RTA will be used for weekday paratransit service in Lake County.
· These funds will be used for the Lake County Northwest Demonstration Project, which provides services for the mobility challenged constituent population in Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships.
· Over two years, RTA will provide $250,000 of federal JARC grant funds for this demonstration project.
· Pace Suburban Bus Division of the RTA will coordinate operations of the expanded paratransit program, supply $50,000 of the required local match in the first year and is expected to supply an additional $50,000 in the second year of the grant.
· This resolution authorizes the execution of an agreement for these grant funds and appropriates the necessary funds.

R E S O L U T I O N

WHEREAS, this Lake County Board, by prior resolution at its meeting of November 14, 2006, adopted a resolution in support of the Lake County Coordinated Transportation Services Committee (LCCTSC) goal to develop a borderless paratransit system service in Lake County to meet the needs of the mobility challenged constituent population; and

WHEREAS, this Lake County Board, by prior resolution, authorized professional services to undertake the development of said Lake County paratransit transportation plans; and
