Joint resolution authorizing the renewal of a Federal Fiscal Year 2010 US Department of Justice Office of Juvenile Justice and Delinquency Prevention (OJJDP) Juvenile Accountability Block Grant (JABG), to continue the State’s Attorney’s Victim Offender Mediation program administered through the Illinois Criminal Justice Information Authority (ICJIA), in the amount of $29,120 in federal funds.
Staff Summary
· A Victim Offender Mediation (VOM) program has been a priority for the Lake County Juvenile Justice Council and the State’s Attorney’s Office for several years.
· The renewal of the VOM program is for the performance period of Dec 1, 2012 to November 30, 2013 and addresses the goals of reducing juvenile recidivism and assuring offender accountability.
· The program is 90% funded by the grant in the amount of $29,120, and a 10% cash match in the amount of $3,236 is required; no match funds are being requested from the County’s general fund, but are being provided from local partners or the State’s Attorney’s Money Laundering Forfeiture Fund.
· The program supports one part-time coordinator, who is contracted in order to minimize costs and to provide a neutral party for the facilitation of the program.
· The program will also fund mediation training and supplies to support the program.
· This program works in conjunction with the 19th Judicial Circuit’s Juvenile Voluntary Supervision Diversion Program, and provides a platform for victims to talk face-to-face with juvenile offenders of non-violent crimes.

RESOLUTION

WHEREAS, the Illinois Criminal Justice Information Authority (ICJIA) has announced the continuation of the State’s Attorney’s Victim Offender Mediation (VOM) program, with a 12 month renewal that includes $29,120 in Federal funds to provide Victim Offender Mediation during the period of December 1, 2012 through November 30, 2013; and
