Joint resolution providing notice to the municipalities within the Northeast Central and Southeast Central Facilities Planning Areas of an adjustment in the Lake County wholesale sewer rates for wastewater services provided by the North Shore Sanitary District (NSSD) and the Village of Libertyville.

Staff Summary
· Under the terms of the agreement between the County and NSSD there is a provision for the NSSD to annually adjust the property component fee which is part of the user charges.
· A notice was received from NSSD of an increase in the District's property component fee.
· The NSSD adjustment includes an increase in the user fee of $0.07 per 1000 gallons for a revised wholesale rate of $3.70 per 1000 gallons.
· The effected municipalities are the Villages of Hainesville, Grayslake and Gurnee, and the City of Waukegan.
· Similarly, notice was also received from the Village of Libertyville of an adjustment to wastewater treatment plant charges.
· The new sewer rates charged to the County will be increased by $4.00 per residential customer equivalent (RCE), from $20.80 per RCE ($2.60 per 1,000 gal) to $24.80 per RCE ($3.10 per 1,000 gal).
· The Libertyville sewer increase will affect the Village of Green Oaks, which will have a new sewer rate of $30.72 per RCE (up from $26.72 RCE).
· This resolution authorizes notification to all user municipalities in the noted service area of the wholesale sewer user fee increase effective November 1, 2012.

R E S O L U T I O N


WHEREAS, the County of Lake owns, operates and maintains numerous sanitary sewer systems, interceptor sewer systems and regional wastewater reclamation facilities throughout the County; and

WHEREAS, Lake County has entered into contractual Agreements for Sewage Disposal with several municipalities within the County; and

WHEREAS, these Agreements provide for adjustments in rates and charges of the County; and
