Staff Summary
· RCC assisted the County with the procurement of the current radio system in 1995.
· Beginning in 2003, RCC has provided guidance and expertise with radio system changes and Federal Communication Commission (FCC) mandates including the recent Radio System Reband Project.
· The current radio system infrastructure is reaching its end of life by December 2017 and the County is in the process of studying various radio service alternatives.
· RCC is uniquely positioned to provide and assessment and needs analysis report of the current radio system. This report is necessary to understand the current radio infrastructure, radio system design, as well as usage and needs countywide.
· Pursuant to the Purchasing Ordinance, the Purchasing Agent convened an ad hoc review group that approved a bid exemption on the basis of an existing long standing successful relationship that adds value integral to the services provided.

Body
WHEREAS, there is a need to complete an assessment and needs analysis report of the County’s current radio system; and

WHEREAS, the County has a long standing successful relationship with RCC Consultants in the procurement and rebanding project of the current radio system; and

WHEREAS, RCC is uniquely positioned to provide an assessment and needs analysis report of the current radio system prior to the County issuing a Request for Proposal for a replacement system; and

WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of a long standing successful relationship.
