Joint resolution authorizing a professional engineering services agreement with Christopher B. Burke Engineering, Ltd. in the amount of $400,000 for engineering services for improvement to the Round Lake Sanitary District (RLSD) excess flow facility.

Staff Summary
· The RLSD excess flow facility is a major wastewater facility that provides flow storage for the Northwest Interceptor and the Northwest Water Reclamation Facility during periods of excess wet weather.
· The County commissioned a study of the Northwest Interceptor that identified system improvements necessary to accommodate sanitary sewage flows over the next 20 years.
· This project includes design work to increase the capacity of the storage lagoons, as well as improve the operational controls and functionality of the facility.
· In accordance with the Local Government Professional Services Selection Act, the County determined that Christopher B. Burke Engineering, Ltd. was the most qualified firm to provide professional engineering services for this project
· This resolution authorizes the Purchasing Agent to execute the agreement.

Body
WHEREAS, the County of Lake operates and maintains the Round Lake Sanitary District (RLSD) Excess Flow Facility serving the Northwest Lake Facilities Planning Area; and

WHEREAS, improvements and upgrades to the RLSD Excess Flow Facility are necessary to serve the communities within the facilities planning area and to satisfy regulatory requirements of the Illinois Environmental Protection Agency; and

WHEREAS, due to the specialized nature of this project, the County requires design related services from an engineering firm qualified in this type of engineering; and

WHEREAS, Christopher B. Burke Engineering, Ltd. (CBBEL) is qualified to provide the specialized design related services for this project; and
