·      Traffic Signal Equipment Upgrade 2012: Contract Award.
·      The County maintains 157 traffic signals and various pieces of equipment which annually need to be replaced and upgraded.
·      The 2012 work concentrates on installing UPS units at PASSAGE communication cabinets and at traffic signals, along with retrofitting or replacing existing incandescent traffic signal heads with L.E.D. traffic signal heads.
·      The added alternative bidding process was used for this letting.
·      A total of three bids were received ranging from $187,541.13 to $205,953.20, and the lowest responsible bidder is Meade Electric Company, Inc., McCook, Illinois, with a contract amount of $187,541.13.

R E S O L U T I O N
 
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, to provide for the upgrading to LED traffic signals at the following intersections: Delany Road and Grove Road; Delany Road and Porett Drive; Delany Road and St Paul Avenue; Hunt Club Road and Dada Drive; Hunt Club Road and Grand Hunt Drive; and Hunt Club Road and Westbrook Lane/Walmart.  This includes adding UPS units to the PASSAGE communication hubs located at the following intersections: Delany Road and Ryan Road; Green Bay Road and Laurel Avenue in Highland Park; Illinois, Route 131 and Washington Street; IL Route 43 and IL Route 137; IL Route 21 and IL Route 60; IL Route 22 and IL Route 83; IL 83 and Lake Cook Road; Lewis Avenue and Sunset Avenue/Golf Road; Rollins Road and Drury Lane; US Route 12 and IL Route 22; US Route 12 and Lake Cook Road; US Route 41 and IL Route 22; US Route 45 and IL Route 60; US Route 45 and Winchester Road; US Route 45/IL Route 21and IL Route 22; and US Route 45/IL Route 21 and Lake Cook Road.  Additionally, this includes adding a UPS unit to Deerfield Road and the I94 on ramp traffic signal that currently has LED traffic signals; and
 
WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including Alternative A work, Alternative B work, and Alternative C work, with a total contract award limit of $240,000; and
 
WHEREAS, added Alternative A includes the installation of LED signals and UPS units to both the east and west ramps at the intersection of US Route 41 and Washington Street; and
 
WHEREAS, added Alternative B adds LED signals and a UPS unit to the intersection of Old McHenry Road and Midlothian Road; and
 
WHEREAS, added Alternative C adds LED signals and a UPS unit to the intersection of Dilley's Road and Pinewood/Nations Drive; and
 
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on May 22, 2012, at 10:00 A.M. at the Lake County Division of Transportation in Libertyville, Illinois; and
 
WHEREAS, a tabulation of said bids compared to the total contract award limit of $240,000 resulted in the work to be done consisting of the base bid work and Alternatives A through C work, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Meade Electric Company, Inc., McCook, Illinois,  their bid being $187,541.13, based on estimated quantities and unit prices; and
 
WHEREAS, this Lake County Board, by prior resolution at its meeting of  March 13, 2012, appropriated $290,000.00 of Motor Fuel Tax funds to provide for the 2012 traffic signal equipment project to install UPS  at various intersections and PASSAGE communication hubs and designated as Section 12-00000-10-GM.    
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Meade Electric Company, Inc., McCook, Illinois, in accordance with their bid of $187,541.13 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder to provide for the 2012 traffic signal equipment project to install UPS  base bid work and Alternatives A through C, as described above, and designated as Section 12-00000-10-GM.
 
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
 
BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 22, 2003.
