Report regarding the status of Automated Meter Reading (AMR) project.
 
Staff Summary
·      The AMR study was presented to the Public Works & Transportation Committee on February 22, 2011 at which time the study was approved and authorized staff to proceed with the procurement phase of the project.
·      The AMR project entails replacement of 20,600 existing manual read water meters with a fixed read system at the estimated construction cost of $6.3 million.  
·      The AMR project will enable Public Works to replace existing, obsolete, aged manual meters, eliminate user charge revenue loss, produce more timely and accurate meter reading data, identify customer water loss and promote water conservation.
·      The AMR Statement of Intent (SOI) is near completion and is scheduled to be distributed to potential contractors/vendors June 6, 2012.
·      The SOI will allow Public Works to establish a short list of three or four contractors/vendors to submit construction bids, which is scheduled to go out for bid in November 2012.  
·      It is estimated Public Works will collect an additional $1 million per year in water revenues by replacing the existing, inaccurate and aged manual meters and will be able to achieve return on investment of the $6.3 million project in approximately 6 years.
·      The project is expected to be budgeted in the FY 2013 budget with construction anticipated to begin in the spring of 2013.
