Staff Summary
· The Public Works Department desires to enter into an agreement with an accounting firm to perform revenue audits of the 19 wholesale municipal sewer accounts.
· Request for proposals (RFP) were sent to 32 vendors with nine firms submitting responses.
· A selection committee comprised of Public Works, Purchasing and Finance and Administrative Services recommended Crowe Horwath of Oak Brook, Illinois as the firm that best meets the needs of the County based on the RFP evaluation criteria.
· The resolution authorizes the Purchasing Agent to execute a two-year agreement with three additional one-year renewal options that will cost the County an estimated amount of $190,500.

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing
Ordinance, Request for Proposals were called for by publication for the Public Works Revenue Audit Professional Services
WHEREAS, subsequent to said publication, Request for Proposals were extended to 32 potential vendors; and
WHEREAS, sealed proposals were received from nine vendors and opened in the County Building, Waukegan, IL on January 24, 2012 at 2:00 p.m. and
WHEREAS, based on the criteria set forth in the Request for Proposal for Public Works Revenue Audit Professional Services it has been determined that the proposal submitted by Crowe Horwath is the most favorable for Lake County.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County,
Illinois, that the Purchasing Agent is hereby authorized to enter into a contract with Crowe Horwath in the estimated amount of $190,500 for the Public Works Revenue Audit Professional Services charging the costs thereof to various Public Works accounts
