Joint resolution authorizing the execution of an agreement between the Illinois Department of Transportation (IDOT) and Lake County for Phase II design engineering services for the proposed roundabout at the intersection of River Road, at Roberts Road, and designated as Section 07-00086-08-CH.

R E S O L U T I O N
WHEREAS, River Road, County Highway 4, and Roberts Road, County Highway 35, are designated routes on the county highway system; and
WHEREAS, the free flow of traffic at the intersection of River Road and Roberts Road is beneficial to the safety and welfare of the State of Illinois and the county as a whole; and
WHEREAS, the State of Illinois, acting by and through its Illinois Department of Transportation, IDOT, and Lake County believe it would be beneficial for the safety and welfare of the motoring public if the intersection of River Road and Roberts Road could be improved by the construction of a roundabout; and
WHEREAS, Phase II design engineering services are required to utilize federal highway funds for the above-proposed improvements; and
WHEREAS, the State of Illinois and Lake County are desirous of entering into an agreement to utilize federal highway funds for the above proposed Phase II design engineering services setting forth the terms and obligations to each agency, a draft of which is attached hereto.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute an agreement and any subsequent amendments hereto required by IDOT, pertaining to the financing of the above-named improvement.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments required by IDOT, to be executed by the County Board Chair and the County Clerk, and grant plan and specification approval to the Illinois Department of Transportation.
BE IT FURTHER RESOLVED that this agreement, when executed in its final form, be submitted to the Illinois Department of Transportation for their approval and final processing.
