Joint resolution approving the 2012 Annual Action Plan allowing Lake County to become eligible for grant funding from the US Department of Housing and Urban Development (HUD).

Staff Summary
· HUD requires the submission of an Annual Action Plan in order to receive Community Development Block Grant (CDBG) funding, Home Investment Partnerships (HOME) funding, and Emergency Solutions Grant (ESG) funding.
· The 2012 Annual Action Plan outlines the activities Lake County will undertake in the categories of: 1) Affordable Housing; 2) Homeless Assistance; 3) Public Infrastructure; and 4) Public Services, during the 2012 Program Year, May 1, 2012 - April 30, 2013.
· The Community Development Commission recommended approval of the 2012 Annual Action Plan at its February 22 meeting.
· The 2012 Annual Action Plan must be submitted to HUD by March 15, 2012.
· This resolution authorizes the Chairman to execute all necessary documents to implement the programs identified in the Plan.

Body
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan in order to receive Community Development Block Grant (CDBG) funding, Home Investment Partnerships (HOME) funding, and Emergency Solutions Grant (ESG) funding; and

WHEREAS, the County Board has annually approved the County’s Annual Action Plan, which outlines activities to be taken to accomplish the goals of the County’s 2010 - 2014 Housing and Community Development Consolidated Plan; and

WHEREAS, once approved, the County’s 2012 Annual Action Plan will be submitted to HUD for the following funding levels:
· $2,327,933 for the CDBG Program;
· $995,134 for the HOME Program; and
· $198,840 for the ESG Program;

WHEREAS, the Community Development Commission has recommended approval of the 2012 Annual Action Plan.
