Joint resolution authorizing an extension and increase of Juvenile Accountability Block Grant (JABG) funding for the State’s Attorney’s Victim/Offender Mediation (VOM) program, originally administered through the Illinois Criminal Justice Information Authority (ICJIA), but transferred to the Illinois Department of Human Services(IDHS) to support the program through June 30, 2014, and an emergency appropriation of $4,934.

Staff Summary
· A VOM program has been a priority for the Lake County Juvenile Justice Council and the State’s Attorney’s Office for several years, addressing the goals of reducing juvenile recidivism and assuring offender accountability.
· VOM funding began in 2010 with JABG funds administered through ICJIA and has been renewed each year since.
· On July 1, 2013, Governor Pat Quinn transferred the administration of the federal JABG funds to IDHS.
· With the transfer, IDHS has extended the VOM program from November 30, 2013, to June 30, 2014 and increased grant funding.
· The increased federal grant funding is $4,440 and requires a 10% cash match of $494, for a total increase in program funding in the amount of $4,934.
· No match funds are requested from the County’s general fund; match funds will be provided from local partners or the State’s Attorney’s Money Laundering Forfeiture Fund.
· The program supports one part-time coordinator, who is contracted in order to minimize costs and to provide a neutral party for the facilitation of the program.
· The program also funds mediation training and supplies to support the program.
· This program works in conjunction with the 19th Judicial Circuit’s Juvenile Voluntary Supervision Diversion Program, and provides a platform for victims to talk face-to-face with juvenile offenders of non-violent crimes.
