Staff Summary
* At its March 2026 meeting, the County Board established a federal contingency fund to provide a 60-day reserve in the event of any sudden reduction, loss, or pause in federal funding for County programs.
* The County Administrator has developed criteria and documentation requirements for accessing these funds, including verification of a federal funding interruption and demonstration of an operational need.
* The Lake County Community Development Administrator has identified the need to utilize $513,350 from the County's federal contingency fund to offset a potential loss of Federal Fiscal Year 2025 (FY 25) Continuum of Care (CoC) funding from the U.S. Department of Housing and Urban Development (HUD).
* These funds will be distributed to subrecipients to conduct eligible Continuum of Care (CoC) activities, with the specific purpose of ensuring continuity of housing services.
* Funding will be administered through subrecipient agreements that clearly define allowable uses and repayment provisions in the event that they receive FY 25 CoC Funding.
* As these agreements are being drafted and finalized in coordination with the State's Attorney's Office, and in the interest of timely implementation, the County Administrator is requesting authorization to execute the agreements on behalf of Lake County to prevent any disruption in supportive housing services.
