Staff Summary
* The current contract with Call One, Chicago, Illinois, for various Lake County telecommunications services is set to expire on May 18, 2014.
* There is a need to provide telecommunication services for Lake County government operations including, analog alarm circuits, voice mailboxes on Centrex lines and business lines, analog 1MB (measured business)/POTS (plain old telephone service) lines, long distance minutes and telephone service for local and long distance.
* A Request for Proposal (RFP) was developed and reviewed by the Information Technology Department.
* The RFP was sent to 35 vendors and proposals were received from one vendor.
* Following a comprehensive review of the submitted proposal, the submittal provided by Call One was identified as the most qualified and most favorable for Lake County.
* The contract is for an initial two year term with three one year renewals in an estimated annual amount of $157,683.72.

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for various telecommunication services; and
WHEREAS, subsequent to said publication, request for proposals were extended to 35 vendors; and
WHEREAS, sealed proposals were received from one vendor and opened in the Central Permit Facility, Libertyville, Illinois, on March 13, 2014, at 2:00 p.m.; and
WHEREAS, based on the criteria set forth in the Request for Proposals, an Evaluation Committee selected Call One, Chicago, Illinois to be in the best interest of Lake County.
