Staff Summary
· In August, 2010, there was an emergency need to replace controllers on elevator numbers 1 and 2 at Winchester House.
· The Facilities Manager certified that an emergency condition existed necessitating immediate action.
· A proposal was obtained from the County elevator maintenance contractor.
· The proposal was reviewed and determined to be reasonable by the County independent elevator consultant.
· The Purchasing Agent issued an emergency purchase order to Lakeland Larsen Elevator Corporation of Waukegan, IL for the work.
· The repair cost of $169,900 charged to account # 101-1103285-82020-000-000-000-11160.

WHEREAS, in accordance with Section 6-103 of the Lake County Purchasing Ordinance, there was an emergency need to replace elevator controllers in elevator numbers 1 and 2 at Winchester House; and
WHEREAS, the Facilities Management did not have the resources available to repair the elevator controllers; and
WHEREAS, the Facilities Manager has certified that an emergency condition existed necessitating immediate action to maintain safety of the residents; and
WHEREAS, the Facility Manager secured a proposal from the County elevator maintenance contractor, Lakeland Larsen of Waukegan, IL; and
WHEREAS, the proposal was reviewed and determined to be reasonable by the County independent elevator consultant, Performance Elevator, LLC of Mequon WI; and
WHEREAS, the Purchasing Agent issued an emergency purchase order for the controller repair; and
WHEREAS, the work also includes the installation of plunger gripper devices that function is to prevent elevator free-fall in the event of failure.
