Resolution amending Lake County Board of Health Ordinance Article V regarding the regulation of individual sewage disposal systems and registration and/or licensing of individual sewage disposal system professionals.

Staff Summary
· The Lake County Health Department is authorized to enforce a local ordinance regulating onsite wastewater treatments systems (previously referred to as individual sewage disposal systems) to protect the public’s health and safety.
· Amendments are proposed to Lake County Board of Health Ordinance Article V (Regulation of Individual Sewage Disposal Systems and Registration and/or Licensing of Sewage Disposal System Professionals) to incorporate performance factors in the design of onsite wastewater treatments systems, codify many current policies and procedures, and are supportive of the County’s integrated project-based approach and administrative adjudication process.
· The Lake County Board of Health recommends the amendments to Lake County Board of Health Ordinance Article V be referred to the County Board for approval.
· A summary of revisions is attached.

WHEREAS, the Lake County Health Department is authorized to enforce a local ordinance regulating onsite wastewater treatment systems (previously referred to as individual sewage disposal systems) to protect the public’s health and safety; and

WHEREAS, the Lake County Health Department is proposing amendments to this ordinance known as Lake County Board of Health Ordinance Article V (Regulation of Individual Sewage Disposal Systems and Registration and/or Licensing of Individual Sewage Disposal System Professionals): and

WHEREAS, the proposed amendments are progressive in their incorporation of performance factors in the design of onsite wastewater treatment systems, codify many current policies and procedures, and are supportive of the County’s integrated project-based approach and administrative adjudication process; and
