Lake County has been allocated nearly $29,000,000 in federal funds for this improvement, which are administered by the Illinois Department of Transportation (IDOT).
The County Board, at its meeting on June 9, 2026, approved an appropriation of $22,000,000 of ¼% Sales Tax for Transportation funds for the local share.
There was a public call for bids by IDOT and a total of four bids were received, ranging from $64,589,633.22 to $76,976,091.69. The apparent low bid is higher than the engineer’s estimate of $50,754,687.55.
Based on the low bid, the local share of construction is estimated to be $35,900,000.
This improvement is included in the Transportation Improvement Program with construction planned to begin in 2026 and designated as Section 15-00038-07-WR.

RESOLUTION
WHEREAS, Deerfield Road, County Highway 11, is a designated route on the county highway system; and
WHEREAS, the State of Illinois and Lake County believe it would be beneficial to the safety and welfare of the traveling public if Deerfield Road, from Illinois Route 21 (Milwaukee Avenue) to Saunders Road, could be improved inclusive of reconstructing the roadway, adding a center turn lane, intersection improvements at Saunders, Portwine, and United States Route 45/Illinois Route 21, new non-motorized facilities, traffic signal interconnects, drainage improvements, and bridge rehabilitation; and
WHEREAS, Lake County has been allocated nearly $29,000,000 in federal funds for these improvements and federal funds are administered by the Illinois Department of Transportation (IDOT); and
