Resolution to accept an Illinois Terrorism Task Force / US Department of Homeland Security Interoperable Emergency Communications Grant Program (IECGP) grant, authorize the emergency appropriation of up to $132,000 for planning and training for voice interoperability, and recognize the “Lake County Interoperable Communications Task Force” as the cross-discipline, cross-jurisdiction technical governance body responsible for overseeing the Tactical Interoperable Communications Plan (TICP) for Lake County.

Staff Summary
· The United States Department of Homeland Security (US DHS) has made funding available to local jurisdictions through its “Interoperable Emergency Communications Grant Program” (IECGP).
· In 2008, Lake County (through the Sheriff’s Office) was awarded funding to improve the interoperability of two-way radio communications through the “Public Safety Interoperable Communications” (PSIC) grant program. A portion of the PSIC funds were originally planned to enhance planning and training for voice interoperability within Lake County.
· Lake County was recently notified for the award of up to $132,000 to develop and implement a comprehensive “Tactical Interoperable Communications Plan” (TICP) for Lake County and all partner jurisdictions.
· The IECGP funding is designated only for the development of training and the exercising of the TICP and related policies and procedures. The Sheriff’s Office will reprogram some PSIC funds from planning activities to equipment purchase.
· The IECGP grant will reimburse allowable costs incurred in the development of training and the exercising of the TICP for Lake County and partner jurisdictions.
· As required by the grant, the Lake County Sheriff’s Office and Lake County EMA have assembled stakeholders to form the “Lake County Interoperable Communications Task Force” in conjunction with the current PSIC grant program, and this group includes representation from various jurisdictions and disciplines throug...
