Staff Summary
• Lake County Community Development (CD) administers Lake County AHP funds.
• The Lake County Board approved an initial set of AHP funding recommendations on June 9, 2026.
• CD staff recommends the following recommendations:
o Reduction of $6,497 in funding to Community Partners for Affordable Housing (CPAH) for their Mundelein PSH development.
o Reduction of $143,503 in funding to Pivotal Development for their Hillside Landing development.
o Allocation of $150,000 in AHP funds to Raquan’s Haven for the acquisition of an affordable rental property.

RESOLUTION
WHEREAS, Lake County has appropriated funds under the Lake County Affordable Housing Program (AHP) to increase affordable housing opportunities to residents of Lake County; and
WHEREAS, the Housing and Community Development Commission, having reviewed and approved the attached amended AHP funding recommendations, is recommending approval by the Lake County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the first amendment to 2026 AHP grants are hereby approved, and
BE IT FURTHER RESOLVED, the County Board Chair or their designee is hereby authorized to execute all necessary documents including grant agreements, lien releases, loan modifications, lien subordinations, and other administrative documents necessary to carry out the AHP projects.
