Staff Summary
· Inmate phone services are provided by the Lake County Jail through a contract that provides revenue for inmate welfare through a commission rate based on gross revenue for telephone calls.
· A Request for Proposal (RFP) was issued in September 2012 to amend inmate phone services to include video visitation services to provide operational efficiencies for the jail and expanded visitation options for inmates.
· The RFP was sent to 18 vendors and proposals were received from five firms.
· A selection committee comprised of staff from the Lake County Jail, Information Technology, Courts Administration, Finance and Administrative Services and Purchasing recommend the services of Securus Technologies as the firm who best meets the needs of the County based on the RFP evaluation criteria.
· Services include installation of 85 telephones, 13 visitor video kiosks, and 31 inmate pod video kiosks, continuation of existing rate structure for telephone calls for inmates.
· The resolution authorizes a two-year agreement with three additional one-year renewal options that will provide revenue for inmate welfare to the County Jail.

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for Inmate Phone and Video Visitation System; and

WHEREAS, inmate phone services are provided by the Lake County Jail through a contract that provides revenue for inmate welfare through a commission rate based on gross revenue for telephone calls; and
