Resolution approving the 2017 Lake County State and Federal Legislative Program.
Staff Summary
* Annually, the County develops a list of priority projects that are submitted to State and Federal legislators who represent Lake County.
* The County's 2017 Legislative Program seeks to:
o add Lake County to previously approved legislation permitting a judicial facilities fee not to exceed $30 for the construction of judicial facilities;
o implement a rule change to the administrative code to the Inmate Welfare Fund to allow the use of inmate welfare funds for basic medical care;
o eliminate personal service and publication requirements for final take notices on vacant property;
o amend the Election Code by removing the requirement for voters to sign the back of their vote-by-mail envelope;
o continue support of the Illinois General Assembly's efforts to address the use of opiates;
o amend the Illinois Underground Utility Facilities Damage Prevention Act to specifically exclude underground storm sewers located within County rights-of-way; and
o support the extension of the Illinois Affordable Housing Tax Credit.
* The County's 2017 Legislative Program also includes a federal component supporting efforts to clarify HIPAA so treatment providers may disclose concerns about patient safety to appropriate parties when they believe "in good faith" that there is a threat of "serious or imminent" danger to the patient or others.

WHEREAS, legislative proposals were solicited from elected officials and department heads; and
WHEREAS, your Revenue, Records and Legislation Committee has prepared a Lake County Legislative Program for the Federal Fiscal Year 2017 and State Fiscal Year 2017; and
WHEREAS, the Revenue, Records and Legislation Committee seeks your approval of the 2017 Lake County State and Federal Legislative Program.
