Staff Summary
• The State’s Attorney’s Office opted to use the Money Laundering Fund to fund the salary and benefits costs of the Conviction Integrity Unit Director in October 2025 to fund a grant gap. The amount appropriated at that time has proven to be insufficient and additional funding is necessary to cover all salary and benefit costs for Fiscal Year 2025 (FY 2025).
• The current fund balance is estimated to be $7,878 at the end of FY 2025, so there are sufficient funds to cover this unbudgeted expense.

RESOLUTION
WHEREAS, Lake County has incurred expenses for personnel and benefit costs that exceed the amount approved in the Fiscal Year (FY) 2025 budget, due to a position that was transferred to this fund in FY 2025; and
WHEREAS, the State’s Attorney’s Money Laundering Fund has sufficient reserves in fund balance to cover these expenses; and
WHEREAS, an emergency appropriation is necessary to provide sufficient funding to fund wages and benefits for the FY 2025 budget.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation from fund balance in the State’s Attorney’s Money Laundering Fund is authorized as identified on the budget modification list attached hereto and made part hereof.
