Joint resolution authorizing the acceptance and execution of a Bureau of Justice Administration (BJA) Byrne Discretionary Grant assisting with the Lake County State's Attorney's Office (LCSAO) Gun Violence Prevention Initiative (GVPI) to help reduce violence by increasing community response of non-domestic shootings, including an emergency appropriation of $750,000 in grant funds.

Staff Summary
* The LCSAO has been awarded $750,000 in Bryne Discretionary Grant funds through the BJA via Congressionally directed spending.
* The grant term is July 1, 2023 through June 30, 2024.
* LCSAO will use funds in the amount of $740,500 to cover 100 percent of the salary and benefits of the GVPI Director, Program Manager, three Case Managers and five Violence Interrupters.
* Grant program funding in the amount of $9,500 will be used to purchase cells phones and laptops for these positions.
* If funding for any of these positions ends, and new funding is not secured, the positions will be eliminated.

RESOLUTION

WHEREAS, the Lake County State's Attorney's Office has been awarded a Fiscal Year 2023 Bryne Discretionary Grant from the Bureau of Justice Administration (BJA), for the time period of July 1, 2023 through June 30, 2024, in the amount of $750,000; and

WHEREAS, the Lake County State's Attorney's Office will use this funding to further implement its Gun Violence Prevention Initiative through the hiring and employment staff to engage direct interruption services; and

WHEREAS, the BJA Bryne Discretionary Grant is in the amount of $750,000 and it is necessary to emergency appropriate this amount; and

WHEREAS, the State's Attorney's Office recommends that the Chair of the County Board, the State's Attorney and the Treasurer be authorized to execute the necessary documents to accept and execute the grant.
