Staff Summary
· The Lake County Affordable Housing Program was created by the Lake County Board in FY01 with an appropriation of $300,000 to support affordable housing activities in Lake County.
· In FY08, the Lake County Board allocated an additional $300,000 to the Lake County Affordable Housing Program. Also available is $166,085 in reprogrammed funds from prior years, making a total of $466,085 available for FY2008.
· The Community Development Division has received 11 applications for FY08 funds totaling $1,121,000, as follows:
1. A Safe Place/Lake County Crisis Center New construction of 20-unit apt. facility with on-site supportive services and a child care facility for low-income clients (not limited to A Safe Place clients) ($210,000).
2. Affordable Housing Corporation - First time homebuyer program providing $5,000 in purchase assistance and counseling for 10 moderate-income households ($60,000).
3. Community Action Partnership of Lake County Rehabilitation of 12 apts. on Hervey Avenue in North Chicago, for transitional housing for persons leaving the VA's Substance Abuse Program ($180,000).
4. Ginsberg Homes - Purchase of 6 single-family homes in Zion, for rehabilitation and rental at affordable rates to middle-aged or elderly low-income clients ($90,000).
5. Habitat for Humanity Lake County - Purchase of 4 building sites on 11th Ct. in Waukegan and demolition/site preparation for 1 house on Lincoln Avenue in North Chicago ($150,000).
6. Highland Park IL Community Land Trust - Acquire, rehab, and sell 5 single-family homes in Highland Park to income-qualified buyers via a land trust model ($75,000).
7. Lake Co. Residential Development Corp. - Installation of a fire sprinkler system in LCRDC's 5-unit rental project in Lake Bluff for very low-income households ($75,000).
