Staff Summary
·      The Illinois EPA is in the process of establishing state-wide phosphorus and nitrogen water quality standards, which will lead to nutrient limitations for the County's three water reclamation facilities (WRF).
·      Illinois already adopted interim phosphorus limitations in 2006 that impose a 1mg/L effluent phosphorous limit on facilities with new or increased discharges, which was placed on the Mill Creek WRF during the last upgrade project.
·      The County has retained an engineering consultant, AECOM, to prepare a report on potential nutrient removal alternatives for the County and to develop conceptual cost estimates for expected infrastructure improvements in the coming years.
·      Discussion of the findings of the report will be reviewed with Committee for direction.
