Joint resolution authorizing an agreement with HDR, Inc., Rosemont, Illinois, to provide professional planning and engineering services to prepare a 2050 Long Range Transportation Plan (LRTP), at a maximum cost of $2,053,836 and appropriating $2,465,000 of Motor Fuel Tax funds.
Staff Summary
* State statute requires that the County maintain a 20-year long-range transportation plan. The current long-range plan (Lake County 2040 Transportation Plan) was updated in 2014 and will be replaced with a 2050 planning horizon.
* Elements of the plan will include updating the countywide Traffic Demand Model, identifying highway projects on the state and county network that make up the arterial highway system in Lake County, countywide transit priorities and countywide non-motorized facilities. Updates to the county non-motorized policies and highway weight limits will also be reviewed.
* Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq. Lake County Division of Transportation's (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
* LCDOT received and evaluated Statements of Interest and Qualifications from four professional firms, and all the firms were presented to a consultant selection committee.
* This study is included in the Transportation Improvement Program and designated as Section 24-00000-23-ES.

WHEREAS, in accordance with 605 ILCS 5/5-301 of the Illinois Highway Code, the County Engineers of the State of Illinois are required to develop and update a 20-year long-range transportation plan for their counties; and
