* The current contract for these services expires on August 1, 2026.
* A request for proposal (RFP) was sent to 18 vendors and proposals were received from six vendors.
* Pricing will remain unchanged from the current contract and will be compliant with FCC rates; phone calls are $.07/minute, video visits are $.19/minute, messaging is $.25/message, and premium tablet content (movies, music, and games) is $.05/minute.
* The contract is zero cost, and no taxpayer funding is required.
* In accordance with the evaluation criteria established in the RFP, it has been determined that the proposal submitted by Global Tel*Link Corporation dba ViaPath Technologies is the most qualified and favorable proposal for Lake County.

RESOLUTION
WHEREAS, the current contract for inmate phone, video visitation, tablets, and mail scanning expires on August 1, 2026, and in accordance with Chapter 330.51 of the Lake County Purchasing Ordinance, proposals were called for by publication; and
WHEREAS, subsequent to said publication, Request for Proposals were extended to 18 vendors, electronic proposals were received from six vendors, and opened in the County Building, Waukegan, Illinois, on March 27, 2026, at 11:00 a.m.; and
WHEREAS, pricing will remain the same under the new contract with no taxpayer funding required; and
WHEREAS, based on the criteria set forth in the Request for Proposals, the Evaluation Committee selected Viapath Technologies to be in the best interest of Lake County.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a contract with Global Tel*Link Corporation dba Viapath Technologies, Falls Church, Virginia.
