Staff Summary
· Lake County is currently experiencing crowded conditions in its jails, and operational challenges related to space constraints in the court facilities. The County recognizes that there are short and long term needs for additional space in the jail and for court operations. In March of 2008, the Judicial Facilities Review Committee (JFRC), was formed by the Lake County Board to review these issues and make recommendations back to the County Board.
· The JFRC would like to determine if any operational changes could assist in alleviating these space issues while a long-term facilities plan and study of potential funding mechanisms are underway.
· Lake County issued Statement of Interest #28220. Notices were sent to twenty-three (23) firms; responses were received from fifteen (15) firms.
· In accordance with Section 5-101 (3) of the Lake County Purchasing Ordinance the selection committee evaluated all firms, then selected four (4) firms who were considered to be most qualified to provide the services and issued a Limited Request for Proposal #90089.
· The Judicial Facilities Review Committee that was established by the Lake County Board acted as selection committee and held interviews with all four (4) firms.
· In accordance with the evaluation criteria established in the Limited Request for Proposal, and the interview, the selection committee determined that the proposal submitted by Francis Cauffman in association with Justice Served is most favorable for Lake County at a reasonable compensation for the services rendered.
· The scope of services includes consulting services for phase I needs assessments and will cost the County $149,970 charging it to account 101-1102040-71150-11...
