Staff Summary
· The department has initiated a project to upgrade the existing Northeast Central Sanitary Sewer Pump Station to accommodate flow from new development in the Grayslake area.
· The upgrades include the construction of a second 24-inch diameter force main.
· The County received responsive bids from six (6) contractors for this work.
· R.A. Mancini, Inc. submitted the lowest responsive and responsible bid and has performed quality work on prior County contracts; therefore award of this contract is recommended to R.A. Mancini in the amount of $855,677.
· This resolution authorizes and directs the County Purchasing agent to execute a contract with R.A. Mancini, Inc., Prairie Grove, IL in the amount of $855,677 for the Northeast Central Pump Station, Second Force Main Project.

WHEREAS, the County of Lake owns and operates a sanitary sewer system that serves the Northeast Central Lake County area; and
WHEREAS, the County of Lake owns and operates sanitary sewer systems and pump stations that serve various communities in the Northeast Central Lake FPA; and
WHEREAS, older lift stations and force mains in the Northeast Central Lake County area require periodic capacity upgrades; and
WHEREAS, in accordance with the Rules of this County Board, bids were called for by publication for the Northeast Central Pump Station, Second Force Main Project; and
WHEREAS, subsequent to said publication, invitations to bid were extended to twelve (12) contractors; and
WHEREAS, sealed bids were received and publicly opened in the office of the Public Works Department on Friday, September 18, 2009, at 10:00 a.m., the bid prices were as follows:
