Joint resolution authorizing the creation of the Lake County Law Enforcement Records Management System Fund (Fund 726) and authorizing an emergency appropriation in the amount of $350,000 as the annual revenue and expense budget to accommodate the operations of the new special revenue fund.
Staff Summary
* As part of the Regional 9-1-1 Consolidation Project, a Consortium of 21 public safety entities agreed to seek a county-wide, enterprise public safety software suite for dispatch, records, jail management, and reporting.
* The Lake County Sheriff, through the County, contracted with Tyler Technologies to license and support the Law Enforcement Records Management System (RMS) and E-Citation and E-Crash system as part of the county-wide public safety software suite.
* In 2022, the Lake County Board approved intergovernmental agreements (IGAs) for the collaborative use of the Lake County Law Enforcement Records Management System and Enforcement E-Citation and E-Crash System, commonly known as Brazos.
* In 2024, the software went live, and the public agencies started using the software. The maintenance and hosting costs are now to be billed to the public agencies including the Lake County Sheriff's Office to reimburse the costs for the use of the software. The annual reimbursement amount from each partner includes a reserve amount to offset the cost of future enhancements.
* A new special revenue fund specifically to account for these expenses and the offsetting revenue from the IGA partners is recommended.
