· As a part of Special Service Area No. 14 the County has agreed to install a sanitary sewer line along Oak Pond Lane to serve five parcels.
· The County extended invitations to bid thru general publication and had sixteen (16) contractors take out plans and specifications.
· The County received responsive bids from seven (7) contractors for this work.
· Joel Kennedy Construction Corporation submitted the lowest responsive and responsible bid and has performed quality work on prior County contracts.
· Award of this contract is recommended to Joel Kennedy Construction Corporation in the amount of $127,657, charging the costs thereof to Account No. 610-4811398-85010-48310.

WHEREAS, the County of Lake owns and operates sanitary sewer systems and pump stations that serve various communities in the Southeast Central Lake FPA; and
WHEREAS, the County Board approved an Ordinance Establishing the Lake County Special Service Area Number Fourteen (SSA #14) on May 13, 2008; and
WHEREAS, SSA # 14 provides for the funding and construction of sanitary sewer to serve five (5) parcels along Oak Pond Lane in Libertyville Township; and
WHEREAS, in accordance with the Rules of this County Board, bids were called for by publication for the Oak Pond Lane Sanitary Sewer Project; and
WHEREAS, subsequent to said publication, invitations to bid were extended to sixteen (16) contractors; and
WHEREAS, sealed bids were received and publicly opened in the office of the Public Works Department on Thursday, July 24, 2008, at 2:00 p.m. and the bid prices were as follows:
