Title
Joint resolution authorizing the execution of the first amendment to the Agreement for Sewage Disposal between Lake County and the Village of Round Lake (Village).

Staff Summary
The County and the Village entered into a wholesale Agreement for Sewage Disposal, dated July 10, 2012.
The County Board approved the Transfer of Former Lakes Region Sanitary District Assets and Responsibility Policy dated May 12, 2024, which outlined the process for transferring sanitary sewer assets and responsibilities, which the County assumed as a result of the dissolution of the former Lakes Region Sanitary District.
The Village submitted a request to the County to transfer the ownership and operations of sanitary sewer assets within the Silver Leaf Glen Subdivision, Emerald Bay Condo Subdivision, Emerald Bay Townhome Subdivision, and Nippersink Estates Subdivision, all located within the Village boundaries.
The request was reviewed and found to be in accordance with the policy by the Department of Public Works and the County Administrator’s office.
The transfer of sanitary sewer assets to the Village of Round Lake would provide for the Village to own, maintain and manage the sanitary sewer collection system in these neighborhoods.
Staff were recently notified that the Village of Round Lake approved the Amendment to the Agreement on May 4, 2026.
This resolution authorizes the execution of the Amendment between the County and the Village of Round Lake to allow for this transfer of assets and to reflect as such in the agreement service area.
In accordance with County Board Rules, the State’s Attorney’s Office has reviewed this Intergovernmental Agreement Amendment prior to action by the County Board.
