Joint resolution accepting a grant through the Special Project - Adult Redeploy Illinois program and authorizing an emergency appropriation of $28,870 for the Lake County Sheriff’s Office.
Staff Summary
· The State of Illinois is redeploying federal funds in the form of planning grants to local units of government. The terms of the grant provide funds to research opportunities for alternative to incarceration programs.
· The term of the grant was for the period May 4, 2010 through June 30, 2010; therefore, Lake County applied for funds to implement one of the recommendations from the Judicial Facilities Review Committee’s Study of Operational Efficiencies in the Criminal Justice System.
· Funding will be used to develop a justice system population projection model to examine the characteristics of the jail population to use as a forecasting tool to better plan and program for jail inmate populations. It will also identify whether there are any gaps in our current alternative to incarceration programming.
· This resolution authorizes an emergency appropriation in the amount of $28,870 for an Adult Redeploy planning grant. There is no required match for this grant.

WHEREAS, the Lake County Board authorized the execution of Agreement No. 11GL136000 with the Illinois Department of Human Services on September 8, 2009 for the 19th Judicial Circuit of Lake County Early Service Program for the period August 18, 2009 through June 30, 2010; and
WHEREAS, the Illinois Department of Human Services administers other grant programs relevant to the criminal justice system, including planning grants to evaluate the Adult Redeploy Illinois program; and
WHEREAS, Lake County applied for a planning grant from the Illinois Department of Human Services to conduct this evaluation; and
WHEREAS, in a letter dated May 4, 2010, the Illinois Department of Human Services indicated that Lake County received a planning grant in the amount of $28,870, and that Agreeme...
