Staff Summary
* The RLSD Excess Flow Facility is a major wastewater facility that provides flow storage for the Northwest Interceptor and the Northwest Water Reclamation Facility during periods of excess precipitation.
* The County commissioned a Northwest Interceptor Facilities Plan that investigated system improvements necessary to accommodate sanitary sewage flows in the northwest system over the next 20 year period, which identified Phase I facilities to be constructed at the RLSD site in Round Lake Beach.
* This project includes construction engineering services to oversee and manage the installation of mechanical/electrical equipment and utilities at the site.
* In accordance with the Lake County Purchasing Ordinance, a Statement of Interest was issued and responses were received from 22 firms.
* Services are required from a professional engineering firm and based on an evaluation of submittals staff determined that Christopher B. Burke Engineering, Ltd., Rosemont, Illinois, was the most qualified firm to provide services for this project.
* This resolution authorizes and directs the County Purchasing Agent to execute an Agreement for Professional Services with Christopher B. Burke, Ltd. of Rosemont, Illinois, in the amount of $249,700.

R E S O L U T I O N
WHEREAS, Lake County operates and maintains the Round Lake Sanitary District (RLSD) Excess Flow Facility serving the Northwest Lake Facilities Planning Area; and
WHEREAS, improvements and upgrades to the RLSD Excess Flow Facility are necessary to serve communities within the facilities planning area and to satisfy regulatory requirements of the Illinois Environmental Protection Agency; and
