Staff Summary
• Winchester House uses temporary nursing services to provide licensed professional nurses and certified nurse’s aides to fill in when County staff is not available.
• A Request for Proposal was issued in December, 2009 and contracts were awarded to three temporary staffing agencies.
• Due to the inability of two of the three newly contracted agencies to meet Winchester House’s staffing needs, Winchester House was required to use the services of Nurse Express.

WHEREAS, Winchester House issued a Request for Proposal for Temporary Nursing Services in December 2009 and contracts were awarded to three temporary staffing agencies; and
WHEREAS, Nurse Express had supplied temporary staff to Winchester House for many years prior to the most recent RFP but did not submit a proposal; and
WHEREAS, two of the contracted agencies proved to be underperforming contractors, and
WHEREAS, nursing staff was required and the Winchester House Administrator certified that an emergency condition existed
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Emergency Procurement authorized by the Winchester House Administrator with Nurse Express, 281 N. Seymour, Mundelein, IL in the amount of $310,440.69 charged to account 218-4102010-72840 is ratified.
