Joint resolution to accept Homelessness Prevention & Rapid Re-Housing Program (HPRP) funds from the U.S. Department of Housing and Urban Development (HUD), approve an emergency appropriation, and authorize the County Board Chair or her designee to execute the necessary documents including subrecipient agreements.

Staff Summary
· Lake County was awarded $1,057,106 in Homelessness Prevention & Rapid Re-Housing Program (HPRP) funds as part of the American Recovery & Reinvestment Act (ARRA) from the US Department of Housing & Urban Development. The application for these funds was submitted on May 18.
· HUD approved this application which required Lake County to select subrecipients that would apply for these funds.
· The Community Development Commission reviewed three applications and made the following recommendations for funding: PADS Crisis Services - $648,852; Catholic Charities - $274,257; Prairie State Legal Services - $60,000. Additional funds for administration and data collection will be added to these awards.
· This resolution authorizes the Chair of the County Board to: 1) execute the necessary documents to accept the homeless assistance award; 2) authorize an emergency appropriation in the amount of $1,057,106; and 3) execute contracts with subrecipient entities for the expenditure of those funds.

WHEREAS, HUD made available $1.5 billion through formula grants for assistance to homeless individuals and families through HPRP as part of the American Recovery & Reinvestment Act (ARRA); and

WHEREAS, the Lake County Board approved a resolution on May 12, 2009 to authorize the Chairman to execute the necessary documents to submit a substantial amendment to the 2008 Annual Action Plan in order to receive HPRP funds; and

WHEREAS, Lake County received notification from HUD awarding $1,057,106 to Lake County; and
