Joint resolution authorizing the fifth amendment to the Lake County 2013 Annual Action Plan adjusting Home Investment Partnership (HOME) and Community Development Block Grant (CDBG) activities.

Body
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan as application for Community Development Block Grant funding (CDBG), Home Investment Partnerships (HOME) funding, and Emergency Solutions Grant (ESG) funding; and

WHEREAS, the County Board approved the County's 2013 Annual Action Plan, which outlines activities to be taken to accomplish the goals of the County's 2010 - 2014 Housing and Community Development Consolidated Plan on March 12, 2013; and

WHEREAS, the County Board approved the County's Fourth Amendment to the 2013 Annual Action Plan on June 10, 2014; and

WHEREAS, the Housing and Community Development Commission (HCDC), having reviewed and approved the funding recommendations of its Affordable Housing Application Review Committee (ARC); and

WHEREAS, the Health & Community Services and the Financial & Administrative Committees, having reviewed and approved these HOME funding recommendations, are recommending approval by the Lake County Board; and

WHEREAS, a Fifth Amendment to the 2013 Annual Action Plan transfers HOME funds to several previously approved projects in order to more quickly commit the federal funds
