Presentation of options available for the implementation of a retail sewer rate increase for the Northeast Central System.
Staff Summary
• Lake County (LC) authorized a three percent retail sewer rate increase for 2017, effective December 1, 2017. After LC established its rate increase, North Shore Water Reclamation District (NSWR) announced annual rate increases effective June 2017, June 2018, and June 2019.
• In May 2017, the committee directed Public Works to develop options on implementation of rate increases so its retail customers would only receive one rate increase per year, and, if possible, have equal rate increases across the three years.
• The presentation will review two options:
o Bundle LC and NSWRD rate increases, effective December 2017, to synchronize with the LC budget cycle. The NSWRD June 2017 and June 2018 increases would be reflected in the December 2017 increase.
o Bundle LC and NSWRD rate increases, effective December 2017, to synchronize with the LC budget cycle. The NSWRD increase would be backloaded in 2018 to create equal net increases to the customer across 2017 and 2018.
