Staff Summary
• HUD requires the submission of an Annual Action Plan (AAP) and associated amendments to govern expenditure of federal housing and community development funding for each program.
• The first amendment to the PY26 AAP is summarized in the attached table. Proposed funding increases include:
o $350,000 of CDBG to Community Partners for Affordable Housing (CPAH) and Housing Opportunity Development Corp. (HODC), to support the acquisition of two affordable rental properties.
o $300,000 of HOME funds to CPAH for their Lake Forest Senior Cottages development.
o $78,625 of CDBG to Full Circle Communities for the rehabilitation of Liberty Lake Apartments.

RESOLUTION
WHEREAS, the United States Department of Housing & Urban Development (HUD) requires the submission of an Annual Action Plan (AAP) and associated amendments to govern expenditure of federal housing and community development funding for each program; and
WHEREAS, the first amendment to the PY26 AAP is summarized in the attached table.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the first amendment to PY26 AAP is hereby approved; and
BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute the necessary documents to complete the submission of the amended PY26 AAP.
