Staff Summary
* The Lake County State's Attorney's Office requests the allocation of $25,000 from its Cyber fund to pay for end of year expenses.
* The Cyber fund has a current cash balance of $275,000.
* The Cyber fund revenue consists of assets seized as a result of applicable forfeitures and fees collected from Lake County police departments to utilize our Cyber lab.
* When the Fiscal Year (FY) 2024 budget was created, there were no plans at that time to replace our retired Electronic Detection dog. We have since received a new pup as a result of Defenders for Children facilitating a donation from Gripple USA. Since expenses related to her were not included in the FY 2024 budget, this emergency appropriation will cover the shortfall.
* There are two software licenses up for renewal in October that total close to $20,000. The remaining requested funds will be used for other year end expenses.

RESOLUTION
WHEREAS, the Lake County State's Attorney's Office has a Computer Fraud Forfeiture (Cyber) fund created by assets seized for related forfeitures and Cyber lab fees collected from local law enforcement; and
WHEREAS, the Lake County State's Attorney's Office will use these funds for training and enforcement of financial crimes, computer fraud and other cybercrimes; and
WHEREAS, there are two software licenses up for renewal in October from Cellebrite and Magnet Forensics that total around $20,000 and
WHEREAS, the SAO requests an emergency appropriation from the Computer Fraud Forfeiture fund in the amount of $25,000 to cover the licenses and other remaining year end expenses.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that $25,000 is to be appropriated from the Computer Fraud Forfeiture cash account into expense accounts 770-3319010-...
